Why viewer rotation does not stick
A PDF page carries a /Rotate value (0, 90, 180, or 270) in its page dictionary. Viewers read that value to decide which way to draw the page. The rotate button in most viewers changes the rendering — not the value in the file. Some apps (Adobe Acrobat Pro, macOS Preview) can save the rotation if you explicitly save the document afterward, but the free Adobe Reader cannot, and browser viewers never do.
A rotate-and-save tool rewrites the /Rotate value for each page you turned and emits a new PDF. Content is untouched — same text, same images, same file size — only the orientation metadata changes.

Frequently asked questions
Why does my PDF go back to sideways after I rotate it in the viewer?
Because viewer rotation is display-only. When you press the rotate button in Adobe Reader, a browser tab, or Preview's View menu, the reader turns the rendering on your screen but does not modify the file. The next time the PDF is opened — by you or by whoever you emailed it to — it is sideways again. To fix it permanently you need a tool that rewrites the page rotation value inside the file and saves a new PDF.
How do I rotate a PDF and save it permanently for free?

Does rotating a PDF reduce its quality?
